  The people who had power and influence in the area were those who held public offices like Justice of the Peace and Sheriff (the Queen's representative in the county). Only men who owned property could hold these offices.
Poor men and women of any kind were kept out of the system. Only at the end of Victoria's reign were working men given the vote. No women could vote in Victorian times.
